Learn some French before you go. Contrary to popular notion, I found most people there friendly and willing to help if you just TRY. Imagine someone going to New York, and asking the locals in French how to get somewhere...

Paris is made up of sections called endorsements. The center of Paris has the 1st endorsement and the other endorsements keep on moving out. So the best place is to choose an endorsement that is one or close to. Having said this it is not difficult to move in Paris once you get to the Metro (underground). Also you can buy Metro and Museum tickets on the Internet. A word of advice some Museums are closed on Mondays so do not start a three day ticket on that day.

I stayed in Versailles, right next to the palace. It wasn't that far from Paris, proper. I tend to like to get around more and not just stay in one place. Be sure to use the public transportation. France has wonderful public transport.

I worked in Nantes and travelled throughout the western third (if you'd chop France in 3 vertical pieces) all the time and ventured into Paris, too. Taxis were too dear for me but if you have the money, that's another option.

I stay the cheapest (but decent) place I can and use the underground. It takes you literally within steps of every site your will want to visit. Hotels that are in near the sites are very expensive. Save your money for other things - good food, good wine - nice gifts for your self. Try the TimHotel chain. They are reasonable and normally near the underground and buses.

well, the most populated one is place pigalle (dunno if the spelling is good), you find a lot of markets in there, and it's rentable (all of them are cheap) there are some 3-star hotels. it's a good location, cause it's near the champ elissee and near the eiffel tour. anyway, if you have a lot of money, you can choose the famous boulevard (champs elisee). it's great!

Anywhere near an exiting stand - by flight.
