An uncircumcised boy or man has a foreskin, which is sort of a "sleeve" of skin that can move forward to cover the head of the penis, or backwards to expose it. Circumcision is a medical procedure (or sometimes a religious ritual) in which the foreskin is removed, leaving a smooth penis. It is usually performed on infants, and most American men are circumcised.

Circumcision is the cutting of the foreskin around the head of the penis. In the Jewish religion this is performed by a mohel on the eighth day after birth. Some African tribes practice female circumcision.

in the case of females, the circumcision in almost all instances is carried out by females. The extent of the cirumcision varies from removal of a fraction of the loose foreskin of the clitoris (which in some North African females may be very large) to complete removal of the clitoris and most of the labia and a sewing up of the remains of the labia to give a smoth exterior surface with only a small hole left for urnine and menstrual flow, to be enlarged later for intercourse and childbirth. The argument is that it makes the female gentials cleaner and neater.
In the case of males, circumcision may agan vary from removal of just the loose foreskin projecting beyond the end of the penis to the standard American circumcision of removing approximately 35-50% of the skin of the penis, strippint it away from the glans and leaving the entire glans exposed, where it later loses its sensitivity and becomes toughened and hard.
Much the same arguments are adduced for male circumcison in the US as are adduced for female circumcision in Africa.
The US is now the only Western country to practice routine circumcsion. Even Canada, where virtually every Canadian-born male over 40 is circumcised has now virtually stopped it, except in tiny Prince Edward Island where about 30% of male infants are circumcised. In neighboring Nova Scotia, for example, the rate is 1%..

Circumcision removes the foreskin from the penis.
Circumcision cuts or otherwise removes some or all of the foreskin (prepuce) from the penis. The frenulum may also be cut away at the same time, in a procedure called a frenectomy. The word "circumcision" comes from Latin circum (meaning "around") and caedere (meaning "to cut").

All men are born w/extra skin that covers the head of their penis called foreskin. It's not really necessary but it helps to have it removed for cleaning purposes. Some men who still have their foreskin get infections and it's hard to keep clean when they are a child. Most parents decide to get this clipped within the first few days of the baby's life, some wait till later or don't do it at all.
