The criteria is:
It seats 7 - 8 passengers, be on the smaller side, have good gas mileage (for what it is), have 4 wheel drive, all passenger windows must open, have a bit of additional space.

I'm not looking for a van - I'm getting rid of one.
I realize that 7-8 passenger suvs are not small, but some SUVs are huge - hummers, and some are a tad smaller - Pilots.

Toyota 4 Runner with third row seating should do well for you. You can get it with a V-6 or a V-8. I have one with the 6 and get 27mpg highway and it has plenty of power. This is my 3rd 4Runner in 20 yrs and they are great!

Baby I hate to say it, but your not asking for something small or good on gas. If you want an SUV that size your looking at no less than an Expedition with third row seating or Yukon. If not a suburban. All are large and not great on gas. I don't know of any that the third row seating windows open. the Suburban or Yukon XL will give most room, the Excursion is the largest, the Yukon is most stylish and I think the Expedition is the smallest. But I don't think they make such a vehicle with your specifications. At least not with All passenger windows opening...

4Runner - as someone already suggested - is the best SUV you can buy but the "third row of seats" is a joke - those are folding in the trunk stools. The only alternative is a Pilot - it does seat 7-8 but has less gas mileage, and not nearly as rugged as a 4Runner.
Hummer does not even qualify to be called a "vehicle".

If you're thinking 7-8 adults, I recommend the Ford Expedition or GMC Yukon. (And all their derivatives: Lincoln Navigator, Chevy Tahoe). Full size SUVs satisfy what you're looking for: passengers, cargo, 4WD.
If you're thinking 4 adults and 3 children, then go with the Ford Explorer or Mercury Mountaineer. The Explorer has a useable 3rd row which is pretty comfortable on short trips. The Explorer V8 uses a 6-speed transmission that actually gives you better mileage than a V6. But like most mid-size SUVs, there isn't much cargo space if you use the 3rd row. Typically with import mid-size SUVs (Toyota, Honda) the 3rd row really isn't suitable for anyone over 5ft tall and then you're left with no cargo space.

Yeah I would go with the toyota 4runner great vehicle.U can get it with the new strong v8 4 wheele drive for around 29 to 31 grand not bad at all for the value of a toyota!

Have you seen the chevy trail blaizers. They can seat up to 8 people, and they aren't that big. However, you aren't going to find a small suv that seats 7-8 passengers.

The Honda Pilot has good mileage, 240 hp, pretty compact and I beleive it seats 7 people

Look into Ford Explorer with the optional third row seat. Or if you'd like it a little fancier, check out it's brother the Mercury Mountaineer.
