A friend of mine is a jailer at the county lock-up and asked if this would be cruel and unusual punishment. the inmates don't eat till after 12:30 pm, so he was going to make a bag of microwave popcorn at noon and set it by the fan for 5 minutes (allowing the smell to go throughout the floor) before eating it. What do you think?

Sheriff Joe Arpaio makes inmates wear pink underwear, pink handcuffs, eat low-cost meals, and sleep in these little tents outside.
Now there's a real jailer!

No, it's not torture and it's not cruel and unusual punishment either. It's not nice, verging on being rude & won't make him any friends in the inmate population though. At the worst it could get him diciplined by his superiors--if enough inmates complain.

Your friend is an a... hole.
People are imprisoned for a variety of reasons... I was under the impression that the deprivation of liberty was the punishment, not whatever some moronic and vindictive prison workers come up with.
