I'm a dog groomer. If he is very matted he needs to be shaved. Either take him to a groomer or buy a pair of clippers and do it yourself. Just don't try a clip the mats off with scissors, you might cut him severly. Your best bet is a groomer.
Good Luck.

The best way to get rid of mats: shave him!
I used to manage a dog pound. When we would get dogs and cats in who were very matted, a friend (who had a grooming business) would come over. For the most part there was no solution except to shave the animal.
Their hair will grow back.
It is much safer to completely shave the dog than to try to get all the mats out. There could be skin irritation under the mats, which would only be exacerbated with the pulling of a brush or comb.
If you can afford it, take the dog to a groomer. If you have the tools, do it yourself, but VERY CAREFULLY. After the dog is shaved, give it a nice warm bath and check for skin irritations and/or parasites.

If you are willing to take the time for a grooming, you can use pointed, sharp scissors to split each matt lengthwise into several 'dreadlocks', and then pull each apart with your fingers to break them up, and then brush or comb out. This is time consuming but not painful for the dog if you work gently..It looks good when you are done. .When brushing, begin with his feet, and work up.
The coat will calm down a lot and be easier to brush, if you bathe the dog, and use a good hair conditioner.
The only other solution is to clip them of, either with scissors or clippers.

The only way to get rid of his mats is to shave them....I have a long haired Saint Bernard, and that is what I have to do. If you take your time, you won't even see where they were shaved, because his other long hairs will cover it til it grows back out! Good luck, and beware he may not like the sound of the shaver, lol....

If your not willing to take him\her to the groomers and get his mats cut out. There is one other thing I found that works pretty good. Get baby oil put it in a spray bottle and saturate the matted areas. As you spray try to comb a little at a time. Remember, it take quiet a bit of baby oil.

cut them out and then keep your dog properly groomed from then on by not aloowing them to happen.. each breeds coat is very specific and requires a certain amount of brushing from twice daily to maybe once a week or so again depending on the breed
if it's too bad like bubble gum in the hair type matts you may just have to cut them out sorry

Once your dogs hair is matted the only to do really is to get hime shaved. You really should do that soon becuase when their hair is matted it hurts. But in the future to prevent matted hair brush his/her hair everyday. That should help.
