the gimp, its fully free and open source, works for Windows and Unix styles systems, if your familiar with photoshop you should be able to use this.

just go to WWW. download.com and download IRFANVIEW. it's a completely free picture editing program. it's not illegal. it's just free.

Picasa is probably your best bet.... find it in Google, its part of their vast list of services.
