Washington is its own separate territory or district and is not part of any US state. A lot of world capitals (Mexico City, New Delhi, etc.) in countries made up of states or provinces have their own capital or federal district. In the US, all areas have a two-letter abbreviation that is standardized for the mail. In the case of Washington, it is DC for District of Columbia.

Because it is often confused with Washington State (like Seattle), even though they are on opposite coasts. And it is "district of columbia" because it is a separate district that is not part of any state.

They didn't want to have the capital in one state because it could start some big disputes (sort of like the Civil War)
