Get yourself on the electoral role is an answer. One of the things that lenders check is whether you are listed in the telephone directory. Your absence from it won't bar you from a loan but your presence will help a lot. I am sad to tell you that I don't think you will get a loan from a commercial source. If you are successful do watch the interest rate. As you seem to check out OK with your bank why not borrow from them?

Failing that have you spoken to your bank? Some banks actually have preapproved lending limits for their customers. I found this out once when speaking to a personal advisor at Barclays. They said that I could take out a loan anytime with them for a certain value, pretty much guaranteed.

Full UK Driving Licence.
Recent Bank/ Bulding Society statement. (Not more than 3 months old)
Car/House insurance Document.
Car Registration Document.
Council tax Demand
Recent utility bill (NOT Mobile Phone)
Letter from DWP or Benefits Agency

Have you asked the council to update their files to put you on the electoral roll, I just moved house and asked them to do this to save having these problems one day. The electoral roll is normally updated in March time when they wills end out a form for all households to fill in.
One way might be to apply to your bank, as you already have an account there and they won't need to credit check you, therefore avoiding this problem.

I don't understand the electoral roll portion of your question, but you should try Prosper.com -- the money available there is lent by other regular citizens, sort of like a bank made up by everyone. You should join a group and it is similar to eBay where you have a finite number of days that your loan is 'bid' on by those willing to lend you money. some people get credit and they are not on the electors roll.
If you manage your accounts properly, like keeping within your overdraft limit and paying your car off everymonth, I think you should be fine.

most places will take bank statements, however you can do rolling registration now, so you can get on electoral roll quickly, just you wont be on the "for sale" copy they sent out so that wont help you.
