Pig Latin is just a language game used in English. In Britain, they call it "backslang". People sometimes use Pig Latin to discuss things that they don't want other people to hear.
According to a website I found, the inventor was a man who was injured in the Amazon jungle. The Pygmy tribe helped him and he learned their language. After his friends found him, he taught it to them and it spread.

Kids love it because they think they can keep their secrets from their parents. They don't realize that their parents did the same when they were kids!
I don't know who made it up. The only pig Latin word I know that has made it into the common vernacular is"amscray," pretty universal for "Scram."
