A B1/B2 visa is for short visits for business or tourism, not for residency. So it might be difficult for you to get either of the things you want. You will have to explain both to DMV and to SS why you need them for a visit of a few weeks during which you can still use your foreign driver's license and you can't legally work.

There is indeed an investor's immigrant visa. Here is information on it:

Rules can vary from state to state.

Question
Can a noncitizen obtain a Social Security number to get a drivers license?

Answer
No. We no longer can assign an SSN to a noncitizen solely for the purpose of obtaining a driver's license. Noncitizens otherwise ineligible for an SSN can, however, obtain one for purposes other than employment when-

A Federal statute or regulation requires the noncitizen to provide an SSN to get a particular benefit or service; or

A State or local law requires the noncitizen to provide a SSN to get general assistance benefits. *http://ssa-custhelp.ssa.gov/cgi-bin/ssa.cfg/php/enduser/std_adp.php?p_faqid=414&p_created=973093730&p_sid=UxpwQlsi&p_accessibility=0&p_lva=&p_sp=cF9zcmNoPTEmcF9zb3J0X2J5PSZwX2dyaWRzb3J0PSZwX3Jvd19jbnQ9NjYmcF9wcm9kcz0mcF9jYXRzPSZwX3B2PSZwX2N2PTEuMTYmcF9wYWdlPTE*&p_li=&p_topview=1)

I am in the U.S. on a temporary visa. Can I get a Social Security number?

Answer
In general, only noncitizens who have permission to work from the Department of Homeland Security can apply for a Social Security number.

If you do not have permission to work, you may apply for a Social Security number only if the law requires you to provide a Social Security number to get general assistance benefits that you already have qualified for.

Lawfully admitted noncitizens can get many benefits and services without a Social Security number. You do not need a number to conduct business with a bank, register for school, apply for educational tests, obtain private health insurance, apply for school lunch programs or apply for subsidized housing. You cannot get a Social Security number for the sole purpose of obtaining a driver’s license.

I believe for a SSN you will need to prove to SS that you are a resident. First step, go to the U.S. Immigration & Naturalization office, apply for residency, then make sure you have every piece of paperwork and identification that you can use. Then to go SS and apply for a number; they will ask you for your native birth certificate, I believe, as well as the paperwork and ID you got from Immigration. To get a driver's license is different in each area, but if you want in NY City, you need your residency card (it's not officially called a "green card" anymore), all your other paperwork, and you should have your SS card as well, so go to SS before DMV (where you go to get driver's license). You can look up SS on the internet "Social Security" for US, and the "DMV" for whatever state/city you wish to have one in.
What do you mean about "investing" money? WHATEVER YOU DO, DO NOT BRIBE ANY OFFICIAL OR OTHER PARTY WITH MONEY OR GIFTS OR FAVORS. If you do, not only will you have lost your money, etc., and your dignity, you may be subject to serious penalties--the worst of which might be jail or deportation (for the rest of your life) from the US--so be very careful. There is a minimal processing/application fee for SS, license, etc., but those are printed out in documents that you will be given when you are at those offices.
Also, I am not confident about the smartness or the safety of "green card marriages", where you pay a US citizen to marry you so you can get your residency. Very risky, and a lot of US citzens who do this are either corrupt anyway or make a career out of marrying dozens of foreign nationals for many thousands of dollars each--which means that sooner or later the person will get caught by the government. Also, when you marry someone here, you are joined together not only in marriage but legally and financially, and if you get a real "asura" for a spouse, they can, according to their whim, cause you serious legal, financial, and emtional suffering and grief later on. Also, if they have bad credit rating or owe back taxes, etc., you will then be liable for those depts and immediately earn a very bad credit rating--the last thing you want embarking on a life and career in a new country. A tip--work on your English as much as you can before and after you arrive. People can take advantage of you if you are not perfectly clear on what they are saying or because you are too trusting, and in order for you to get better jobs, etc., the better your English, the better your chances. Even if you speak quite well already--which I believe you do--it never hurts to improve your "American English" if that is where you plan to reside and work.
Best of luck to you.
