Where I'm from we have Parishes and a Parish can contain many cities within its boundaries.

The police dept. has jurisdiction in the city limits only, if they pull you over out of the city limits and give you a ticket you can beat it. The Sheriff's dept has jursidiction over the whole county including any and all Police departments in that county. The Highway Patrol has jurisdiction over the Shefiff's department.
