right click on the jpeg file then select 'open with'--->Paint
then save as--->then in the 'Save as type' u will get various type of size to save.

make a copy of the jpg to work on open the jpeg image in ms-paint .. click on the image tab then click on stretch/skew .. now reset the horizontal too 90 and the vertiacal too 90 then click on ok that will resize it down for you then save the file

Only and best way to reduce file size from 3MB to 5kb.
Use Photoshop. In File Menu click Save for Web. here you find a drop down menu to select file type (.JPG or .GIF) then optimised it (just right side of this window you find a triangle facing right side) mention the file size U required and save it with other name.
Origina lfile will be same, New file area DPI will be the same.
better to use Photoshop 7 Not Photoshop CS or CS2/CS3

Hi you cannot do that task if you dont have the proper software .My sugesstion will be to get (for free) this program (INFRANVIEW) form a torent or at download.com it has a rezise option. Load the Image on the program then Chose IMAGE. There you can resize it. Or resample, lower the DPI -DOTS-PER-INCH ( sugestion if it for web 72 DPI is ok) of the image. This will help.

With a picture open in Photoshop. pass to document > shop for cyber web.. play around with the settings in right here to cut back length/high quality. there's a touch around arrow button that opens the Optimize Menu. this enables you to pass right into a needed length and Photoshop will regulate the image consequently.
