First of all you're in the wrong category. And I don't believe the phrase comes from God. God teaches us to forgive but that doesn't mean we have to forget. It is rather remembering that everyone is a child of God whether that person chooses to embrace that or not. No one ever said it's easy.
It has to do with having faith in living as God wants us to live. Again, that isn't easy for anyone, thus we have Sin in the world. The most important gift we've been given if Free Will.

And I think it was Shakespeare who said "to err is human, to forgive divine". So if you truly strive to be God-like, then yes you forgive.
How? I guess that is part of believing that God has a plan for everyone, even though you can't understand what it is.
Forgetting would be harder and I wonder if maybe that should be defined not like forgetting where you put your car keys, but forgetting your anger and moving on.

Forgiveness is not for the person who did wrong. It is for you, so that you can get on with your life and not harbor stress, anxiety, anger, or depression. Forgiveness frees you from the awful things that happened impacting the rest of your life. Yes, you should still forgive them but that doesn't necessarily mean you have to talk or be close with them. The Bible states that we must forgive 70 * 7 times, so that means we should forgive one another even if they commit bad doings. They shall be judged when they are dead, so let's leave that to God.

As a Christian we have to consider the victim as well, so someone who murders without remorse needs to be put away. As to how you feel about them, it is understandable to hate them; Just don't dedicate you lilfe to hating, stay with positive things. We need to be careful not to let such people destroy our joy for the good things in life.

i don't think it was said to forget, because it mean that there was no lesson to be learn. And forgiveness only given to those who would try to atone for their crime, and feel that they did something wrong to society.

Yes, you must still forgive them. No one said it would be easy. I would also pray for their soul to be saved or for God to change them into caring creatures, less agressive, etc.
You canot be forgiven by God until YOU forgive all your enemies.
