The signal is blocked in Canada, so Bell Express Vu and Starchoice will be competitive. When Direct TV first came out, it was illegal to have one in Canada. They couldn't police it, so they blocked the signal.

The legal answer is that DirecTV is prohibited by the Canadian government to provide service to Canadian residents, to protect ExpressVu.

While you could get DirecTV service by getting a DirecTV receiver and use a US billing address to obtain service, I'm not suggesting you should. That's up to you.
