If they're automatic, first try adjusting the duration to see if you can affect a change of any kind. Next, clean the photosensor. It's either on the dash or the rearview mirror. If that don't do it, Reset the computer by undoing the battery for about ten minuites.
Last resort is to go to the Ford garage and ask them.

You probably don't have daytime running lights (they were a rare option or accesory). You do have 'autolamp' which turns the headlights on after dark and leaves them on for a set delay after you shut the vehicle off. The delay can be set from around 10 seconds to about 2 minutes depening on model. Also depending on your model the delay is either set by adjusting a switch (slider on the rearview mirror or 2nd 'dimmer' switch on dash) or through the trip computer on some newer Limited and Eddie Bauer models (press the 'Setup' button until you see 'autolamp', then press the 'Reset' button until it shows the desired delay).

If it has the 4.0L SOHC engine, it's probably a slight vacuum leak you are hearing. If that is the case, you'll need to have the rubber o-ring style gaskets replaced on the upper & lower plastic intake. How does the engine run when you hear this noise? Does it run silghtly rough? This particular is extremely sensitive to vacuum leaks. Also know that a slight whistling sound is a characteristic of engines equipped with plastic intake manifolds.

Daytime running lights are mandatory in Canada but not in the States its probably a courtesy light option the vehicle came with and will turn out after a certain amount of time .
