That is plural; Christians. The answers are in the verses below. The point is they voluntarily made a vow to God to give to the church which distributed it to the poor Christian widows, orphans, etc. Now days, most self proclaimed men of God don't have enough discernment to know who the liars are or else they are liars themselves. Nevertheless, you can't get wrong and get by. God will judge you on judgment day if there's no judgment in this present world for your sins. This is blaspemy.
We should especially note the fine example of proper giving as under the new covenant by a Levitical priest told immediately previous in Acts 4:37. (see sources) He was no longer receiving tithes of the people and actually gave his inheritance in the Lord to the Lord of glory, Jesus Christ after receiving the Holy Ghost. The apostles did not keep what was laid at their feet for just one of themselves as "salary" for teaching the word or for a building program but "distributed to the necessities of the saints."
How some greedy of gain false prophets pervert these verses to illegally immorally extract money from people is beyond my comprehension. Where is their fear of God even amongst His people? Many are just saying "Lord, Lord" making merchandise of the people and like Jesus said " He is still concerned with the poor, the widow and the orphan and the stranger as well. The Holy Ghost filled church gave out of love not law or compulsion. This is the example of how they changed their giving when the veil was rent and Jesus Christ became the High Priest and the sacrificial Lamb at the same time. Also, we must remember that the gifts of God through the Spirit are not for sale. That was Simon the scorcerer's mistake and we do not know if he was forgiven or not.
Act 5:4 "Whiles it remained, was it not thine own? and after it was sold, was it not in thine own power? why hast thou conceived this thing in thine heart? thou hast not lied unto men, but unto God.
5 And Ananias hearing these words fell down, and gave up the ghost: and great fear came on all them that heard these things.
6 And the young men arose, wound him up, and carried [him] out, and buried [him].
7 And it was about the space of three hours after, when his wife, not knowing what was done, came in.
8 And Peter answered unto her, Tell me whether ye sold the land for so much? And she said, Yea, for so much.
9 Then Peter said unto her, How is it that ye have agreed together to tempt the Spirit of the Lord? behold, the feet of them which have buried thy husband [are] at the door, and shall carry thee out.
10 Then fell she down straightway at his feet, and yielded up the ghost: and the young men came in, and found her dead, and, carrying [her] forth, buried [her] by her husband.
11 And great fear came upon all the church, and upon as many as heard these things."
