to people that feel they need to be comforted in knowing that life will go on and someone is "watching their backs"?

To some extent, yes. God is also a convenient scapegoat so they can say "it's ok, god has forgiven me".

It's not only a comfort, but that's definitely one of it's strong points. When I finally applied rational thought to my religious beliefs, one of the things I realized was that there is nothing that loves us or protects us unconditionally within this universe. (But--and this is a far better outcome--realizing that my life isn't eternal made me value this life a lot more than when I mistakenly believed it would go on. I've never been happier, or more focused on making my present/future as good as it can be.)
Religion is also the result of indoctrination. The same as the methods cults use to recruit people are used by religions on children. The difference is that children are already suggestible and will believe any bull; cults have to make adults as suggestible to get them to believe their bull.
Religion is also a set of guidelines for a few people who can't decide things on their own. Many people are rational, and can live without religion. But some people would kill, reproduce frequently, and just live inappropriately if they didn't believe they'd be punished in an afterlife. Not everyone can think rationally and I truly support religion in these cases.
Religion is also a profitable form of control over the masses.

This is true, there is no invisible supernatural man in the sky watching our lives. The concept is so primitive but apparently many people suspend all reason and believe it for the "comfort" it gives them.

Sometimes I begin to think so, but then I realize that would mean I should be able to explain away all my religious experiences as coming from my own mind, knowledge or psychological makeup (or from drugs, but I never did those). Since I can't explain all my religious experiences as being from one of these sources, reason tells me it is not illogical that there be an omnipotent all knowing being who reveals Himself and things to people. The trusting in God part... ie the leap of faith? That's even harder, especially for someone like me that likes evidence and "objective" proof. I believe in God and I my faith is supported by my reason and intellect even though faith is not reason or intellect.

No, many have taken the opposite view and said, God is watching my every move, so that when I mess up, He can punish me.

No. God is all that and more though. He knows what we have need of even before we ask Him (1) because He's that kind of awesome heavenly Father who delights in giving His children good things. (2)
Just like earthly fathers love to shower their children with gifts and see the pure delight on their faces, the heavenly Father in whose image we are made especially loves to do so and can give us those things that no man in the natural realm can do. That's part of what makes Him God, His supernatural ability and His pure love and goodness. "If ye then, being evil, know how to give good gifts unto your children, how much more shall your Father which is in heaven give good things to them that ask him?" Matthew 7:11

He delights in being our refuge in time of trouble, our shelter in the storm. If we will but live righteously and godly in this present world, then our prayers and requests in faith will be heard and granted in due time as long as we pray in God's will.
