Right click on the Internet icon. Do a copy. Click on the Start menu and go to where in the menu you want to place the icon. Rightclick and do a paste.

I'm not sure if you mean that you want it attached to the start menu when you click on the start button. If so, go to C:\program\Internet Explorer then right click on "iexplore.exe" and choose "pin to start menu" (this option should be about #5 from the top of the list". Hope this is what you're looking for.

I'm not sure which icon you mean and what you mean by startup menu, but almost anything in windows can be relocated simply by dragging it from one place to another. Otherwise you can create shortcuts and put the shortcuts where ever you want them.

I recommend the use of the Chameleon startup manager http://www.neosoft-tools.com/windows-startup-manager.htm
Also you can set "launch delay" and program start in this interval or you can set after which program start internet (m.b. firewall etc)

Try using the task manager to run the process called "explorer.exe" -- this will manually attempt to start your desktop if something blocked it earlier. If this doesn't work, you can still run the System Restore utility by running the process "rstrui.exe"
