I just wwanted to know whether guys are afraid to approach an attractive girl......do they think that they have no chance??

Also why do some say downputting things instead of nice ones??

I think it really depends on the guys confidence, the confidence level of each person is different.

Well its good question. All guys tend to confuse women, we don't know why it happen but it is a habit. Some guys have guts to speak up, some don't. It just that they worry about "what if what if what if what" like for example, someone like you and think you are pretty and want to ask you out but waht if you don't want him, what if you think hes ugly, what if you taken, ETC ETC. There are so many things in their mind, thats why they tend to confuse themselves, even worst confuse us too. Hey they are not alone, so are women, women tend to confuse ourselves and confuse them too. Also why do guys say negative than nice? that what you mean? It just that some of them are thinking negative because they are scared to get hurt or hurt women. There are so different guys, once you know each, they are not same. Its depend how they raise, what kind friends they have, where they grow up, how good or bad experiences they had. If you really want to know what's up in their mind, why don't you ask, it won't hurt you to ask. Good luck.

I happen to be one of those guys. I think the two keywords would be self doubt. If I see a girl who I like, I tell myself "She's cute, but..."

I think one reason why they don't compliment girls is because there is now such of a thing called sexual harassment. I heard on a radio show that if a guy compliments a girl and then asks her out to dinner, she can sue him for sexual harassment. That is just the kind of world we live in now.
