Smart & loyal would be a Border Collie or Shetland Sheepdog (sheltie). The smarter the dog, the more easily they become bored. If you provide enough activity and training, any dog should be quiet.
I had a Sheltie that never made a sound.

Basenjis do not bark. But, I do not know how loyal of a type of dog they are. But, any dog can be loyal as long as you are good to it and everything. Most dogs will protect their owner no matter how big or how small they are. You always hear about law enforcement dogs putting themselves in the line of fire of their partners. But, any dog can be a loyal dog it's all in how you raise it.

As far as smart and loyal I'd have to say Jack Russell Terrier, but they can sometimes be more vocal than you might like. But I have one and she's the BEST dog I've EVER had!!!
