An informal letter has no rules, you can write whatever you want.
A formal letter is written to respected people (principal of a company, mayor, head of an organization...) Also, you're supposed to write with words like "however" instead of words like "but".
The rules of a formal letter:

(Right upper hand side- )
Sender's address
Date
(Below that on the left side-)
Name of receiver
Receiver's address

Salutation (for example: Dear Sir, Dear Mayor ...)

Paragraph one= introduction, the reason you're writing

Paragraph two= What you want, explain

Paragraph three= Reasons/ examples

Paragraph four= closing sentence, name or sender

The major difference between a formal letter and an informal letter is their purpose: a formal letter is written for professional (official and business) communication while the informal letter is used for personal communication. Another difference that can be observed is the structure of the letter. A formal letter follows a strict structure while an informal letter does not follow a strict format. Formality level is another difference that can be seen in these two types of letters. In a formal letter, we always use titles and surname of the recipient. But, in an informal letter, we always use the first name of the recipient as we are familiar with the recipient.

Formal letters use less "street language," do not contain nicknames, and discuss business matters. Informal letters use lots of slang, talk about personal matters and gossip, and address the recipient by his/her first name. In a formal letter, you might read: "The shipment you sent last Friday has not arrived yet. Please check the records and inform me when it can be expected." In an informal letter, you are more likely to see," Hi Jake! Guess what? I'll be in your neck of the woods next Wednesday. How about we throw back some brews?" The flavor, tone, and intentions of the two letters are completely different.

Formal letters are always structured to be polite as possible and not using too familiar word forms and adhering to a strict etiquette. Informal is less structured and can use more familiar word forms while etiquette is somewhat relaxed.

Formal letter:

Dear Mr. X:

Please remit the amount of $20 for your final payment. Thank you.

Sincerely,
The collector

Informal letter:

Dear Tom X,

If you don't send me the money right now I will get really mad.

designation of whom you're sending it to
their address
date
sir/madam
subject:
then write your letter

in an informal letter you dont have to do any of the above mentioned stuff.
