Make sure your canvas is 1/4" bigger than the finished size.

Example: If your final printed page is going to be 8.5"x11", make the canvas size 8.75"x11.25", that allows for the standard industry bleed of 1/8" bleed on all 4 sides.

Then you dont need crop marks.

But if you really MUST have them.
Then you just need to make your canvas about 1 inch bigger (1/2" on all sides), and then you can use the pencil tool set to 3 pixels, and draw them in.
White lines for a colored background, black lines for a white background.
