Use Adobe Photoshop, it'll not only give you oil-paint look to your picture... it's capable of turning it into hundred other forms too, like : water shades, lighting effects, lense glares, glass trend, polarizing effect, graphic-pen, mosaics, gradient specification ... & thousands of other features.

"Paint shop pro" is a good program for doing all kinds of things textures etc. also I saw a free one called "artweaver". You can google these names for more info.
