Yes, it is true. I think it is due to confusion over the term "crisps" because in the USA crisps are called "chips" and Americans want to imitate the best of the UK!

Speaking as an American, I feel a little more qualified to answer this one: There is a rumor passed about that if you rub lard or butter or something similar, that you can get a tan faster, but anyone dumb enough to believe it is benificial in any way deserves your ridicule- American or other. I personally haven't heard anyone say anything like that in over 25 years....

I am American and I have never heard of such foolishness, although it seems Kramer did something similar on "Seinfeld."
I suspect that instead of this ridiculous "fact" demonstrating the gluttony of Americans, it is proof of the rest of the world's gullibility.
