Co. Galway and Co. Clare in the West. Connemara is in Galway and is full of pockets of Gaelic-speaking areas. It's very rugged and there's some nice hunting/fishing areas as well as obligatory ruins.
Co. Clare has the Cliffs of Moher, the Burren, and nice little towns. A great place to hear Irish music is Doolen in Co. Clare. Galway town has great restaurants and wine. There are B&Bs all over. I also like the Northwest for its ruggedness.
It's a bit more touristy but south of Co. Clare is Co. Kerry and Dingle which is famous for its beauty. Another pretty area is Wexford and SE Ireland but I don't know it as well.

It depends on what you like. You should be advised though that going out of season means that many attractions are closed. Also, don't imagine that the weather will be nice ... that said, if you try one of the smaller cities/larger towns, you will most certainly have the best of both worlds, especially if you hire a car to go outside of these places, and if the weather turns bad you have other options. Most of the cities/large towns have some sort of mediaeval fortress in or nearby (or both), and other attractions, free things going on, etc. The west of the country tends to be a bit wetter than the east, but the people there are nicer ... okay, I'm biased because I live in the west, but ...
Alcohol is expensive here. I'd suggest staying in a Bed & Breakfast, the people who run these tend to be local families and know the area you're staying in.

Seeing as you're looking for a quiet, out of the way kind of break, you should definitely check out Co. Clare. There are a lot of very small villages, e.g. Doonbeg, that sound just what you're looking for. This would be very convenient for you if you are flying into Shannon Airport too as it's only about an hour's drive to get there. It's beautifully wild country and very sparsely populated. It's also got lots of ruins and other places of interest to hand so you should be kept occupied for the duration of your stay.

The west of Ireland is the most rugged and unspoilt. Personally i like Wexford on the south east. The main town is lovely, a short drive and you're out in the country. And you have some of the most beautiful beaches in the world to walk along (even in the winter).

Galway - a great town with a lot to do for visitors and close to fantastic scenery such as, Connemara, the Cliffs of Moher, The Burren, The Aran Islands, Delphi Valley, Craogh Patrick, and so on. Killarney is also good but if time is a limiting factor I would go to Galway first.

Kerry is full of cute hoors,and over-rated. Go to Clare, Ballyvaughan, Its near the cliffs of Moher, there's the Alwee caves, and its beautiful.and you can get a trip over to the Arran Islands
.Or else west Cork, down near Schull, beautiful. But the drive to Clare is probably easier than the drive to West Cork, North Mayo is lovely too, and easy to get too.

Go into the west, Galway Clare they are nice or look for Offaly if you want to feel like you are on the set of Father Ted, Tullamore is nice (and that's were I am from)

Go to Dingle... its on the west coast round the ring of kerry. there are some great irish pubs (and resident dolphin called fungie) and the scenery as you drive in is breathtaking!!!
