Wash hair daily (head and shoulders)
Use Scalpicin (maximum strength only - the kind with 1% hydrocortisone in the blue box) twice a day - after drying hair in morning, and before bedtime. Its expensive but a bottle will last you about a month and during the winter it will keep the dry air from causing your scalp to itch. You can find it in any discount drug store in the shampoo aisle.
The above regimen will stop all flaking too.

Head & Shoulders is rubbish. Get some Neutrogena T-Gel Theraputic shampoo. If it doesn't work I'll give you your money back! It looks like this: http://www.ciao.co.uk/Neutrogena_T_Gel_Therapeutic_Shampoo__68869
