The most important thing I would suggest is that you use a fused connection from your fuse panel. You can do this by getting a good quality fuse splitter. Then wire this into relay which will power the fog lamps. Then you would tap into the high beam switch and connect it to the relay. Remeber the purpose of a relay is to keep a high amount of current from going through the switch.

you cant it defeats the purpose of using your fog lamps. the reason it shuts off when you go to high beams is because high beams in the fog make it worse it will reflect off the fog and make it seem more dense. also driving around with your high beams on all the time is illegal where ever you are in the US and unless you want a ticket and want pay a fine or even crash cuz you used your high beam/fog light combo in the fog thats your problem but i wouldnt touch it.
