Tell them that you don't like it.

It may not be a good idea in the moment but maybe it would be a good conversation to have out of the bedroom.
Just tell your partner some things that you do like (that he/she does do) and then cheerfully add that you do need a few moments of silence to recover and that you would like it if he/she let you do the talking after (so there will be no confusion of when to start talking).
Everyone likes something different, as long as you are caring and nice about it there should be no problem.
I don't like to be touched right after (I get really ticklish for a while) and it took a few times of explaining that I didn't like that but my partner got it eventually and was not offended at all.

""Hey You! I Don't Know You! I Never Met You Before! And I Never Like You! So Keep Quiet!""

That would be incredibly offensive. I'd be like "ohhh I'm good enough to **** but not to talk to?!" There's no way to ask that politely. Maybe just ask him if you could cuddle, listen to his heart beat? That might work!

There's nothing wrong ,if explained properly .This can be discussed before sex so that other person does not get a shocker.

I would recommend you simply say 'Ssshhh... let's just hold each other quietly for awhile'.
