If I use Access or Excel, all I have available is just a list of contacts and their information. I'm looking for something more advanced in which I can look for customer's info by entering their phone number or name. I know their is SQL and ACT but im not sure how they work. Where can I find what I'm looking for? how much? and are there any similar softwares that I can download for free?

Both MySQL (www.mysql.com) and PostgreSQL (www.postgresql.org) are free SQL engines that run on most of the popular OSes today, including both Windows and Linux.

To learn SQL, I suggest starting at www.sqlcourse.com, although there are many books available if you prefer to learn that way.
