The national office is in Washington, D.C. and there are regional offices through out the country. See the instruction booklet for where to file, it lists addresses for filing returns.

The central IRS office is on the planet Zircon, where they are ruled over by the strict but benevolent Emperor Xereg. They each know their place in society as they go happily about their jobs of making the lives of Earthlings miserable.

OK, I confess, I just made that up. Their job isn't really to make our lives miserable.

ps. They have an Earth office in Washington, D.C.
