VCD = Video CD, generally video at 320x240 or so encoded in MPEG1, roughly VHS quality video about 45 minutes long. You'll need two of them to fit a whole movie. Popular format in Asia as it uses the regular CD media (about 700 MB) with no copy protection.
DVD = Digital Video / Versatile Disc, generally video at 720x480 or so encoded in MPEG2. The disc itself will hold about 4.5 GB which means 2 hours or more of video at the specified video standards.

VCD and DVD sounds too similar and both have the same similarity of recording/play backing the Video Files.
The main difference between the two are the Picture quality they produce.DVD produces the digital quality which is better than the general quality.
Regarding changing the VCD to DVD, normally the same file will be rewritten in the DVD format, just to enable u to read from the DVD Player, but, the actual change in the Picture quality will be available only if the entire film is re made with the Digital quality in the Laboratory (Film Laboratory).
Normal Copying/converting does not costs much, if u have a DVD writer u can do it urself.
But when u want the actual difference u will have to spend a lots of rupee, because it is too costly job.

There is no such thing as a Blank VCD. A VCD contains MPEG-1 video data, which can be used to watch a movie or video clips etc. on a computer with a cd-rom drive, most standard dvd players and of course any standalone vcd player. If a VCD was blank, it would just be a blank cd-r.
So if you record a movie on a cd, instead of a DVD, it is a VCD. Simple as that.
So when looking to record VCD, you would look for any blank cd to record on. CD may run up to half cheaper than a DVD disk.

Dvd's have a capacity 7 times that OF A VCD.
Contents of a vcd can b transferred 2 a dvd but not viceversa.
That wont cost u much.
