Try some home remedy, if it doesn't work your skin won't be irritated.
For face: if you have oily skin you cut tomato into half and rub it on your face, leave it for 30 min and rinse with warm or cold water. Do this everynight until your skin improve and then once a week to keep the clean look. If you can handle a little pain, use lemon for face mask once a week. It stings a little.
Bags, you can use used cooled teabags for 15 min.
Dry skin, there's no really home remedy but try to shower in warm water instead of hot. Biotherm body lotion is good for very dry skin. It's rather expensive but maybe you can try Dove, I heard it's good.

It's alot to do with diet
try cutting gluton out of your diet.
ie. reduce or irradicate dairy products from your diet. It's difficult, but you'll see the change over a number of days. The skin won't be as red and bothered, also it'll reduce it's hyper-sensativity.
Another thing to reduce or irradicate is wheat.
ie. bread, pizza, certain sauces, pasta.
Eat more green vegatables - iron, good for the blood, and resulting in better skin
All the best

The best skin care line I have tried is Enfuselle. They are non-comedogenic, hypoallergenic, never tested on animals. Use Purifying Cleansing Gel, Purifying toner, and Acne Clarifying Complex twice a day to clear up your acne. You will see improvement gradually - don't give up! Use the Balancing Moistuizer for dry skin and Eye Treatment for bags under your eyes. shaklee.net/HealthyBeginnings
Also, drink lots of water and avoid junk food.

go to neutrogena.com and do their skin quiz. It will tell you which products to use to help. also, try drinking more water to hydrate your skin and flush away the oil, and use smaller amounts of hair products next to your forehead.

ART Skin care with essential oils (how the ancients cared for their skin-- read Ester in the Bible, for example). There are different regimens for different skin types.
