I have been using PayPal to purchase and recieved money and I get my money right away in my PayPal account. As for the money being recieved there are several options to recieve your money.
It could be the type of account you have with PayPal that makes them have a waiting period of up to 8 days. I recently used paypal to purchase somerthing through a merchant (not eBay) and the payment was recieved right then and there by the merchant.
You might want to check your bank. It could also be the bank.
I know when you pay using "Buy It Now" or when you won the item if you use direct withdrawls or a credit card it usually processes immediately and you recieve the money in your PayPal account immediately.
No it's not because you have a debit instead of credit. I do not have a credit card from paypal.
The best person to ask is a PayPal representative. They will be able to answer all your questions and help people recieve your money quicker:

I have been buying/selling on Ebay for several years. I have received many Paypal payments from unconfirmed addresses. Never had any problems. Also, keep in mind, that if you received an INSTANT payment, then you already have the money. If it were an e-check, then I would wait til it clears your bank. I have found that it is usually just because the buyer is new (probably has less than 10 feedback)that the address is unconfirmed. That process takes a week or so, and most people, when given the opportunity to purchase on Ebay, are not going to wait the week. (the old kid in a candy store scenario) I was new to Ebay once too, I try to give newbies the benefit. Like I said, you have the money, I would ship the item.

On PayPal, when you pay with instant transfer, PayPal fronts the money and pays the person immediately, and then the withdraw the funds from your bank account, which takes 3-4 days. Credit card payments do go right away. If you only have a credit card on your account, you send your money by credit card, but if you have a credit card and a bank account, it will normally go as an instant transfer. You do have a choice to change it though, you click the more funding options.

Unless you're paying by echeck the payment should clear right away.I also use my debit card and the payment goes right through.

It takes time to process it. When ebayers require immediate payment, they get their money right away, but for the buyer, it takes a few days to be processed. Basically the seller gets the money first, then they start processing the buyer's order.

do you use eChecks? You have to wait for the check to clear. They probably used a credit card to pay for the transaction.
