I don't know that a girl ever "needs" to wear lipstick. If she wants to wear it, I'd say it's her decision.

I think lipstick is applied to prevent lips from the cold weather. Even there is lipstick for men. so, do not think that lipstick is just a fashion. It is necessary to apply during winter season. if you consider this point there is no age bar for applying lipstick.

At the age at which she is capable of handling it carefully and lipstick is not distorted when she eats or drinks something. For each individual this may be a different number. You are right....for some of the ladies this age may never come in their lifetime.

Nobody "needs" lipstick per-se... but a girl can always try colored lipgloss untill she is 14. (at least that what my parents did)

they don't need to wear lipstick. they choose too. Lipstick is pretty innocent. My little cousins wear coloured lip gloss all the time i dont see the huge problem.

They don't need to wear it ever. Some girls just look bad with it on, others, look good. But I think lipstick is stupid. Your lips aren't supposed to be bright red.
