In Democracy majority comes after 50 %and thus it makes 49 % openions useless?

Because once one side has more than 50%, no other side can match it. That's what a majority is.

A 49% opinion is not useless, but it could theoretically (if all of the other 51% agreed) be outvoted.

The definition of a democracy is that majority rules. By definition the United states is a "democratic republic". That means that the country is divided into sections(states, congressional districts, and on the state goverment level, counties), and those section elect representives(senators, and US representives) through a democratic vote to represent them. The presidential election is not even a true "majority wins". Because of the electoral college, John F Kennedy and George W. Bush were both elected by the electoral college, when they actually did not have a majority of peoples votes in their favor. Some of the laws of the United States are protected from having a simple majority being able to make changes. Changes to the US constitution require a two thirds majority vote in both the US senate, and US house of representatives, and also 3/4 of state legislatures. These requirements were made so that our basic freedoms(the Bill of Rights) could not be changed very easily by our federal government. Also, The supreme court, which rules on whether new federal laws are legal under the US constitution, is composed of nominees who are selected by the President, but require a 2/3rds approval vote by the the Senate and House.

Becuase we dont believe in Proportional Representation which would much more likely be more representative of the public.
