.30-06 is more powerful.
Power don't mean **** unless you can hit something.
So, as the US, NATO, and SWAT preferred sniper rounds (below the .50 cal) - I'd say the .308 is more "effective".

The .30-06 and .308, performance wise, are about equal. When using bullets of the same weight and shape, the .30-06 is 100 fps faster than the .308. With respect to power, the muzzle energy of the .308 and the .30-06, when using similar weight bullets, is very close. In an accurate rifle, with a competent rifleman, each round is equally effective.
The .30-06 is a bit more versatile, able to accurately fire bullets weighing between 110 grains and 220 grains. The '06 can be used on any North American game. Meanwhile, the .308 can accurately fire bullets weighing between 110 grains and 180 grains. Because of the .308 cartridge's design it is about a half inch shorter than the '06. It does not have an air pocket that will affect powder orientation which will adversely effect accuracy.
The .308 is inherently more accurate. The '06 is more versatile. A good rifleman with a good rifle can make either round equally effective out to a hair more than 1000 yards, depending upon the game and his skill.

The 30-06 is a more powerful round than the .308 and for that reason is recommended over the .308 for larger game. However, the .308 round is more accurate than the 30-06, which is why it is used more often than the 30-06 in target shooting. For smaller game, the .308 would be better since you don't need as much stopping power as the 30-06 but you can benefit from the increased accuracy.

The .308 is just a reduced-size version of the .30-06. The US military realized that they weren't using the full potential of the '06 in terms of powder load versus case room. So they just chopped it down while keeping the powder load about the same.
This saved them considerable weight on the rifles because they didn't need the longer receiver to handle the '06. And the .308 ammo was much lighter, especially when you had several belts of it with you.
But the .30-06 can be handloaded to astonishing velocities, if you so choose. I've heard that a really hot .30-06 load will hit .338 Winchester Magnum velocities. The advantage of the '06 is that it can be handloaded to a massive variety of configurations.
The .308 is significantly more limited, due to the smaller case. But it's cheaper, lighter, and easy on the shoulder.

The 30-06 is physically bigger in length, does more damage and has a higher muzzle velocity. The .308 doesn't drop off as fast as the 30-06 after 250 yards or so. And the .308 doesn't kick as hard. Its a real pros and cons type deal.
I would feel fine using either for any size game.

The 30-.06 is slightly more powerful, in realistic use both are in the same class, shoot the same bullet weight and are basically the same round. One fits a short case length, the other a long case length. I own both and like them. I think the .308 is best served with the 150-168 bullet weight and the .30-06 is best in weights in the 150-200 grain weight.
