Social norm should never determine right or wrong. When one strays from an objective standard, and then substitutes a subjective standard for it, you get exactly what you described about the Nazis.
There is a standard for life, and it hasn't changed in two millennia. Western society has suffered much since the Bible became relegated to folklore or mythology. When society used it as a standard, the mores were fairly constant. Even though there was a portion of the populace that didn't believe it.
Crime has increased, sexual promiscuity runs rampant, drug abuse is epidemic, divorce is commonplace, and I could go on with so many other social ills, but you get the idea.

Then society is screwed.
Good and evil, wrong and right - all human inventions. There are no wrong choices in life, only different ones. Society today generally looks upon hurting human beings as wrong, except when it's politically to our advantage.
If the norm is "wrong," per se, then society is screwed.

No... wrong is hurting others. What is not wrong is right.
Social norms may be right or wrong, just like individuals.

Yes, it does. And sometimes it is wrong. Why do you think the rest of the world rose up to take out the Nazi's?
Its not always right. But then, nothing is.
