My brother took a bag of raw chicken strips out of the freezer last night when he was re-arranging it. He accidentally left the bag on top of the fridge. They were frozen and now they're completely thawed and room temperature. They didn't smell too bad, but do you think it would be safe to eat them after baking them for a while? I would guess it's been exactly 24 hours.

Discard foods that have been warmer than 40 °F for more than 2 hours.

You can't see or smell bacteria, yet it makes you sick. Chicken should be cooked while still cold - thawed out in either a refrigerator or under cold running water. Once it reaches room temperature, it is already growing some pretty nasty stuff (salmonella). Proper policy is:

When in doubt, throw it out!

No amount of money is worth a day of expelling out both ends of your digestive system followed by another day of partial recover, or risking death in the already ill, very young, or very old.

Chicken that has been in this condition for more than a hour or so will start to develop Salmonella. These are particularly nasty bacteria and make the recent E Coli sickness look tame. I would highly recommend that you toss the chicken rather than cook it.

I wouldn't trust it. Meat should never be left out more than 2-3 hours after it's cooked or thawed. I'm estimating.
