No, a car mechanic usually doesn't design the parts of a car, this is what the engineers do. However, to be a good mechanical engineer, I am convinced you need to be a good mechanic. Otherwise you're a kind of "impotent" engineer, and you design stuff that doesn't really work as well as it could, and end up with designs that are really difficult to work on and repair.

no, an engineer designs & builds something. a technician specializes in diagnosing & reparing a system. a mechanic would be a technician
