The exception for disabled and sheltered workshop applies to the requirement that a dependent not have gross income over $3300 for the year - if it's from a sheltered workshop, then that income limit does not apply. For him to claim her as a dependent, she would have had to live with him ALL year, besides providing over half of her support for the year. You say she has lived with him for over half of the year - that's not enough.
Even if he could claim her as a dependent, that would not qualify him to file as head of household. Only people related by blood or marriage, within a certain degree, qualify someone to file as head of household - it's not just any dependent.

Yes then a HUGE NO!! He can claim her as a dependant (as long as there is no local law forbiding) BUT he CANNOT claim HOH using her to make him HOH.

I think all this is all explained in the IRS publication no. 17. It is usually called "Pub. 17."
Or you could also call a local H&R office in the afternoon (when they are not so busy) and often they will answer such questions.

Yesh he can...if he provided more than 1/2 her living expenses, he can clain her as a dependent.

no; that is what suck for people that don,t work.also disabled i know because i asked, i sponsor a kid and it,s not tax addable, that,s not fair. that,s goverment for you.
