I saw an 11 and a 12 in 2 separate locations, different states, but each was a subdivision with children running around. It's REALLY hard to maintain that speed, without going over, in a manual, I have to tell you. It's like you are riding just beyond the clutch cutoff, but just ... every second you are waiting for the car to go into the rabbit hops of too low a speed for that gear. Nerve wrecking!

I have driven through an apartment complex where the speed limit was 9 mph. Made sure no police were hiding to catch people going 10 mph.

Yes! Within my friend's old apartment complex "neighborhood", the speed limit was 13. I thought that was so weird!
