Flirt with her. If she flirts back then get her number. Call her. If she answers flirt with her. Make sure to end the conversation first and set up the date. If she shows up on the date then flirt with her, be funny, don't be boring, if she asks those questions like "where you from" "blah blah" don't answer them...say something crazy like "I'm from Russia...yeah I'm a spy" It's flirting in case you didn't get it. Don't be a wuss and all "nice do anything for you" but lead in what you do. If this girls really hot then she'll leave you faster than a man falling of a building if she notices you're the usual "nice guy" wussy. The more you worry about what to say the more you're not going to have to say. Just don't worry and you'll talk better.

Just walk right up to her and say
"your boyfriend is a lucky guy"
shock tactics always work! she will be impressed at your self confidance to come up say that and plus if she doesn't have one - even better.
next step is up to you, don't plan too much in advance just try to take things as they come and be smooth.

Just be yourself and ask. No big deal. Don't be beating around the bush either. Go for the gusto! and ask. Don't be afraid and scared.
