The only thing I could think of is to try to get a grant that she doesn't need to pay back. Community colleges sometimes offer scholarships, at least mine do, and may cover her entire tuition. You have to go to the college and ASK QUESTIONS. Don't just ask faculty, ask the students, they usually seem to know what they're talking about more than the people who work there. Go to the financial aid office and see the options and scholarships offered, there should be some. Good luck to your friend :)

If your friend is not a citizen, that means she won't have a social security number. You need that for a loan/grant or anything you apply for. Most people can't afford to pay for college on their own. I suggest she gets a job and starts saving. That's what the rest of us have to do...

I'm sorry to hear that! Depending on your friends status(whether or not she's married or has any children who are legal citizens), their might be a grant that can still help. Have you tried to see what options their are on the U.S. Department of Education website? I'm on a Pell grant since I'm a single mom, and that FASFA site is different. If she has children, go to www.fasfa.ed.gov. Otherwise, check with your local state's education system to see if they have grants available for those in this situation. Some employers will pay for you to go college. But for the record, tell her to try real hard to clean her credit up even a little bit, it can make a world of difference, it took a couple of years, but mine did.
