Fact: Indiana and 21 other states in your country still allow corporal punishment in schools. The courts generally take a similar bent around parental corporal punishment as goes in the schools. You will have to do some more research to find out what the parameters are legally, but I think I would be right freaked out if a four-year old told me she was being whipped with a belt by a stepfather. I'd do a lot more exploration into that.

it's a gray area. if they aren't leaving bruises then generally (in most states) it's not illegal. all though if the parents don't want the spanking with objects it shouldn't be done. look at how much bigger an adult is compared to a four year old. i don't see where spanking with anything other than an open hand is even necessary. i don't even spank unless it's a very serious issue and my kids are 5 and 4. if it involves something that can harm them they get spanked. i.e. if they unbuckle their seat belts i pull over and spank them on the spot because it's extrememly dangerous. i can probably count on one hand how many times they have unbuckled. if you spank over everything they don't look at it as a big deal. i use my tone of voice and time outs etc to discipline and i can't say my kids are badly behaved. they know what's expected and knows there are consequences if they are out of line. i don't see where spanking is key in raising kids. i think mutual respect is.

That varies from state to state. Spanking your own child in a nonviolent way should be fine. I never liked spanking with an open hand as the child connects the hand with the spanking (you). It is better to use a fly swatter or small paddle. I don't believe in child abuse, but think it is okay to spank on occasion when other means of discipline will not work.

It is not illegal to spank a child with a belt, wooden spoon, hand, or swatter. I believe a swat every now & then gets the point across, and usually bruises the ego more than the bum.
Physical harm to a child is not OK, but a swat is, at least in my book.

some times kids need a spanking but maybe they shouldn't use the things that her dad and grandpa use but discipline is good for kids. it teaches them to obey.also it teaches him from right from wrong.

I don't know if it is illegal, but it is unacceptable that grown people would still harm children in that way, it teaches them nothing.
