A purpose? Well, sort of, when you exercise a lot, you pump more blood to your muscles, and that blood has to return to your heart afterwards, which it does via the veins, which become engorged. There is also some thought that having large, dilated veins near the surface of your skin helps radiate heat and is another method of trying to keep your body temperature constant when you're producing a lot of waste heat by muscular motion.

Physiologically no, only that your muscles are pushing your veins out of their way.
