no you shouldn't. many dog's are lactose intolerant and will have GI upset with milk. water should be the liquid of choice for your dog. milk can cause diarrhea and vomiting.

Most dogs are lactose intolerant, so milk gives them a tummy ache and diarrhea..However, a few dogs do OK with a little milk as an occasional treat. .don't give milk to a puppy, though, as if they do get diarrhea, it can be very dangerous to a puppy.

Dogs don't tolerate cows milk and really don't need milk at all once they are weaned. It is good for dogs to add a bit of cottage cheese or plain yogurt to their food from time to time.
If you are talking about puppies that need to be bottle fed, it's best to use a prepared formula for dogs like Esbillac or "Just Born".
One thing my dogs LOVE LOVE LOVE is "Frosty Paws" ice cream for dogs. It comes in a box with four cups of ice-cream inside and it is sold in the human Ice-Cream section at large stores like Kroger's Randall's and Super Target stores. Call ahead of time to be sure it is stocked at your local store.
I think that is my dog's favorite treat.

You CAN, BUT BUT BUT(!!!) there are sooo many dogs that have dairy allergies. I would avoid it simply because you are not sure whether or not your dog has a dairy allergy.
if the dog is a puppy, there is a product called Esibilac which is puppy formula. Depending on the age of the pup, he/she could eat puppy food.
