Hi there...if she is blinking slowly back at you she is giving you the "sweet eyes", which means she is very contented with you. It calms cats down and they will usually come over to be petted, as it is a very non-threatening gesture. This even works with big cats! The cat likes you and is dependent on you. She is open to giving and receiving attention. Butting your hand, leg, etc. is usually a greeting or asking for food response. Cats also mark you as their property with the saliva from their mouth. You should not stare at your cat as that is a confrontation or intimidation from the cats point of view. She may blink so as not to be confrontational. Your blinking at her shows you are not trying to stare her down. You're doing good.

When your cat looks at you and then slowly closes his eyes (blink) he is saying "freinds" or "I like you." In cat society, blinking is a sign of "non-aggression" between two cats. Whereas a blinkless intense stare is an aggressive or alert look ("I will fight"). So, when you blink back, your cat understands that you are saying "Freinds" and "I like you too." She licks your hand to say "oh, cool... you're a member of MY pack."

What "Seattle" said was right on. I was at the MGM Grand in Las Vegas looking at the lions through the glass, and when I made eye contact with one of them I did the slow squint- blink thing. That lion came right up to the glass and did the same thing back! There were hundreds of people looking at them and she came over to me! I believe I could have gone right in there and played with them!! It is like saying "I like you and I think you are a pretty kitty."
The lick is a way of "petting" you. :)
