lastweek when i go chruch i go shake one of the girl hand and when i look back at her she could have not look at me she looks on the ground then i went her sister and shake her hand and she looks at me and my hand. and know this week she see i am so near her she look on the ground a little then look at me on the ground then look at me?

Well, for animals, it's consider hostile to look at another animal in the eyes, so maybe she's telling you that she's not being hostile.
In some cultures, it's not polite to look at someone in the eyes.

What is your question? That she's shy? I couldn't really understand what you wrote but from the jist of it, I'm getting that obviously you like this girl and you want to know why she keeps looking at the ground whenever you're near her. Well, when I had my first crush, I was one of those meek girls, whenever he looked at me, to avoid him I would look the other way, at the ground. I still talked to him though, that's jus the kind of person I am, but whenever he made eye contact with me I looked down. It's apart of being a good girl, so maybe she's feeling the same way you do but she's waiting until you approach her with something more than just your looks. Try saying hello to her, try starting up a conversation. If she likes it it will be evident.Good luck sweetie!

She is VERY SHY... go slow wtih her if you like her... she is shy and will take awhile to get her to open up... find out what she likes, books-what kind?, music-what style?, athletics?, sports, arts?
just talk with her...
