You could take a writing course at a local junior college, but the most inexpensive way is to read. Check out books from your local library and read everyday. Pay attention to the way sentences are constructed and put together, not only the words, but the use of commas, periods, etc. This will not only improve your writing skills, but also your vocabulary.

Read more (at least 30 minutes a day) and practice writing.

Please don't follow the example of half the people that post on Yahoo! Answers. Read and take courses even at High School Level for a start. Good Luck.
