You go in for a root canal when your dentist tells you to schedule an appointment. You can't make that call on your own.
It's best to just need a filling, though. It's easier on the tooth, much, much less expensive and much less time consuming.
You usually won't know when you need a filling because small cavities don't normally cause pain. Your dentist will tell you when you need a filling when you come in for your cleaning appointment (norm is every 6 months).
A sign that you may need a root canal is if the tooth is painful when you chew on it or if it's sensitive to hot/cold.
If you don't have the tooth treated, it will eventually need to be extracted.

The reasons for root canal therapy are varied: severe decay, severe decay invading the pulp tissue, periapical abscess or fractured tooth structure. If the root canal is done on a posterior tooth, the standard of care is to follow the root canal with a build-up (possibly with a post) and a crown, to protect the remaining tooth structure. Some teeth are too decayed, fractured or periodontically involved (gum/bone disease) to save, and extraction is the only alternative.

A dental root canal is basically drilling into your tooth to the very root, the strand that connects your tooth to your gum (it hurts a lot more because all the nerves are located there). A filling is for a cavity, which is a small hole in your tooth.
You should visit the dentist whenever your tooth hurts (if it hurts to the point that you cannot eat and it hurts your gums, then you should really get it checked for a root canal!)
